Overview

The United Nations Development Programme (UNDP) is recruiting a Field Facilitator under a National Personnel Service Agreement (NPSA-8) for the NEET Women Phase II Project. The project aims to improve employment opportunities for women aged 18 to 35 who are not in education, employment or training (NEET). It is implemented under the Preparedness, Resilience and Response Programme with support from the Sabancı Foundation and national government partners.

The assignment is based in Ankara, Türkiye, with a home-based working arrangement and field travel to project provinces as required. The Field Facilitator reports to the UNDP Project Manager.

What the role involves

The facilitator runs labour market assessments to find sectors with employment potential and builds partnerships with employers, chambers of commerce and business associations. The work includes identifying internships and jobs for NEET women, supporting job matching between employers and participants, and coordinating employment-focused training with local partners, including finding trainers, venues and resources.

The role also covers workshops, career events and networking, outreach through local governments, NGOs, youth centres and community organizations, and keeping stakeholder databases and online tracking systems for opportunities and beneficiaries. The facilitator writes case studies and human-interest stories, prepares weekly updates, monthly progress reports and labour market assessments, and supports monitoring and knowledge sharing.

Requirements

Applicants should hold a Master's degree in human resources, international relations, business administration, public administration, social sciences or another relevant discipline. A bachelor's degree with at least two years of relevant experience may also be considered.

Relevant experience includes stakeholder engagement, job matching, human resources, labour market analysis, employer relations, project implementation or workforce development. Work with private-sector organizations, local governments or development projects is highly desirable. Candidates need proficiency in Microsoft Office, database management and web-based systems, and fluency in English and Turkish. Knowledge of monitoring and evaluation tools, labour market analytics and AI-supported digital technologies is an advantage.
