Hong Kong's main funded route for international research students is the Hong Kong PhD Fellowship Scheme, supporting new full-time PhD students at one of eight participating universities. Nationality does not affect eligibility, and selection weighs academic excellence, research ability, communication skills and leadership. Fellowships cover up to three years, and shortlisted applications are reviewed by one of two panels, one for sciences, medicine, engineering and technology and one for humanities, social sciences and business. Universities normally start in September, so applications are made the year before.

Non-local students on full-time accredited programmes generally cannot take employment during study, with exceptions for study-related internships, on-campus work of up to 20 hours a week and summer work; a temporary relaxation since November 2024 has allowed part-time employment. After graduation, the Immigration Arrangements for Non-local Graduates allow a 24-month stay, with no job offer required if applying within six months of graduating. Extensions generally need a degree-level job offer at market pay, or proof of a business.

Common mistakes include waiting more than six months after graduating, which makes a job offer necessary, applying for an extension too late, and assuming the fellowship replaces university admission. Nationals of some countries are excluded or restricted, so official guidance should be checked.
