Overview
The World Health Organization is seeking an International Consultant for Emergency Medical Team Mental Health and Psychosocial Support (MHPSS), reference 2602669, within its Health Security and Emergencies programme. The consultancy supports the Pacific EMT Program 2026-2028, which builds on years of investment by WHO, Australia and New Zealand in strengthening Emergency Medical Team capacity across Pacific Island countries.
What you get
The assignment is external and part-time, lasting up to 11 months, with about 10 working days per month. Pay is USD 425 per working day. The work is remote, with the consultant based in the Western Pacific Region and primarily working in Manila and Suva time zones. Travel within the region, including to Pacific Island countries, may be needed.
What the consultant does
The consultant helps national Emergency Medical Teams build MHPSS into their standard operating procedures, working with at least six teams. Topics may include Psychological First Aid, referral pathways, service mapping, emergency mental health procedures, survivor-centred referral, sexual and gender-based violence considerations and staff psychosocial support.
The consultant also supports technical standards for MHPSS Specialized Care Teams, including guidance documents, compliance tools, self-assessment checklists and training packages that countries and NGOs can use independently.
Training is a major element. Existing Psychological First Aid and MHPSS in Emergencies materials are to be adapted to Pacific cultural realities, reflecting families, faith communities and local services, and aligned with Gender Equality, Disability and Social Inclusion principles. Training-of-trainers activities should produce at least two country-level trainers.
The consultant adds MHPSS components to national and subnational simulation exercises and contributes to the EMT MHPSS Community of Practice, helping focal points share experience on interventions, challenges, training and referral systems.
