Overview

UNICEF is seeking a National Digital Learning Consultant to support its education programme in Myanmar. The consultancy lasts 12 months, with a duty station in Yangon and a remote-with-travel working arrangement. The consultant helps the Education Section expand digital learning and skills development for adolescents, including support for the Learning Passport.

Myanmar has faced humanitarian crises and armed conflict that have caused significant learning losses. UNICEF Myanmar is using low-tech and innovative digital solutions to support foundational literacy and numeracy, especially for children with limited access to private or online education, and plans to expand education technology over the next two years.

Requirements

Applicants need a Master's degree in Education, Educational Technology, Information Technology, Computer Science, Instructional Design, International Development or a related field. At least five years of progressively responsible experience is required in digital learning, education technology, learning management systems or education programme implementation, including managing or administering digital learning platforms.

Candidates should have experience supporting design or scale-up of digital learning initiatives, developing training materials, running capacity-building for government counterparts, partners or educators, and analyzing platform usage and learner engagement. Strong analytical, communication and problem-solving skills are needed, along with the ability to produce technical reports, dashboards and presentations. Excellent English is required. Myanmar language, experience with the Learning Passport, work in humanitarian or conflict-affected settings, knowledge of Myanmar's education environment and prior UN experience are advantages.

The technical proposal should set out the approach to Learning Passport implementation, offline learning, content development and monitoring, and respond to a case scenario about access problems, partner capacity, completion rates, feedback collection and recurring technical issues.
