UNDP Digital Product Analyst Jobs 2026: 2 Openings in Moldova
Overview
UNDP is recruiting two Digital Product Analysts in Chisinau, Republic of Moldova, open to internal and external applicants. The full-time posts are under a National Personnel Service Agreement (NPSA-8) with a 10-month contract. They belong to the Digital Transformation of Social Protection Project, financed by the Government of Italy through the Italian Agency for Development Cooperation, which aims to fix fragmented digital infrastructure, streamline processes, strengthen institutional capacity and make social protection services more accessible and responsive.
The analysts work under the UNDP Digital Transformation Manager, alongside the UNDP Moldova Country Office, the project team, consultants and the Ministry of Labour and Social Protection. They lead discovery phases within institutions under the Ministry, identify bottlenecks and opportunities, map inter-agency dependencies, assess international best practices and help design and validate digital initiatives. They also define and prioritise initiatives, write Terms of Reference for information systems, manage product roadmaps and evaluate new technologies, support change management and digital literacy training, coordinate Agile development cycles with technical teams, specialists and IT vendors, and track quality, milestones and delivery risks.
Requirements
Applicants need a master's degree or equivalent in IT, computer science, engineering, economics and management, business administration, law or a related field, with no professional experience required. A bachelor's degree holder needs at least two years of progressive experience in business process re-engineering, digital systems implementation, software lifecycle management or digital product ownership. Desired experience includes product ownership, software development lifecycle management, stakeholder engagement, preparing Terms of Reference and developing or re-engineering government information systems.
Fluency in English and Romanian is required. Russian, Romani, Gagauzian, Bulgarian, Ukrainian or sign language is an asset.
