Overview
The Global Survivors Fund is seeking qualified software suppliers or consortia to design, develop, deploy, and support a secure Digital Victims' Registry for survivors of conflict-related sexual violence in Sudan. The project aims to establish a confidential, survivor-centred, and offline-capable digital record to support documentation, recognition, urgent reparative measures, and future accountability processes. Implementation will occur through the AWAFY Sudanese Organization and trusted civil society partners across Darfur, Kordofan, Khartoum, Northern State, and Blue Nile. The contract will run for 18 months starting on November 1, 2026, with the live environment required to deploy between March and April 2027.
Who can apply
Qualified software suppliers or clearly defined consortia are invited to submit competitive proposals. Applicants should demonstrate prior experience in delivering secure case-management, registry, protection, health, humanitarian, justice, human-rights, or similarly sensitive systems. Bidders are expected to show competency in cloud security, privacy engineering, encryption, role-based access control, audit logging, disaster recovery, and secure software development. Strong preference is given to those with experience in offline-first and mobile data collection, synchronisation, privacy-preserving identity matching, highly sensitive data, and ethical engagement with survivor-centred initiatives.
What you get
The selected supplier receives an 18-month contract to implement the digital registry project, operating under tender reference REG/TEND/2026/10. The scope includes orientation, requirements scoping, system architecture, security design, survivor co-creation, application development, testing, deployment, training, and ongoing support. The resulting platform must initially support approximately 500 survivor records while retaining the scalability to handle hundreds of thousands of entries without requiring fundamental redesign.
Requirements
The proposed technical solution must function offline and securely synchronise data when connectivity allows, operating in Arabic and English at minimum with expansion capabilities. It must feature configurable intake forms, workflow controls, pseudonymous identifiers, case management, and secure identification and de-duplication mechanisms. Security requirements mandate secure cloud hosting outside Sudan with encrypted data in transit and at rest, multi-factor authentication, role-based access control, tamper-evident audit logging, independent penetration testing, and restricted support access. Project data is strictly prohibited from being used for supplier analytics, artificial intelligence training, or advertising. Submissions must include a technical proposal detailing the architecture, security approach, staffing plan, and schedule, alongside a fully itemised financial proposal covering total cost of ownership.
