Overview
Amna Refugee Healing Network CIO is seeking qualified service providers to submit proposals for Employer of Record services for its international workforce. The selected provider will manage compliant employment arrangements for ten international staff members currently working in Greece, Lebanon, the United Arab Emirates, France, Jordan and Spain. The contract is scheduled to begin on 1 January 2027.
Who can apply
The opportunity is open to established Employer of Record companies, international human resources service providers, and organisations with a demonstrated relevant experience range of five to nine years in managing employment, payroll, and regulatory compliance across multiple jurisdictions. Preferred candidates should have strong coverage across Europe, the Middle East and Africa, the capacity to expand into Asia and Latin America, and experience working in high-risk or conflict-affected settings alongside charities, NGOs, or international non-profit organisations. Providers must hold genuine and appropriately licensed local employment capabilities, reliable payroll systems, and a single accountable contracting entity preferably registered in the United Kingdom.

Requirements
Applicants must demonstrate international service coverage, legal compliance arrangements, technical capabilities, information security measures, and confidential employee data management. Providers are required to submit transparent, fully itemised pricing without hidden fees and must prepare both technical and financial proposals in English.
