Overview

The World Health Organization (WHO) is seeking a Readiness Officer Consultant for a six-month, full-time consultancy based in Nairobi, Kenya. The role supports countries across Eastern and Southern Africa in strengthening how they prepare for, manage and respond to public health emergencies. It is classified at Band Level B and pays USD 7,000 to USD 8,480 per month, excluding travel costs.

The post is based in Nairobi rather than home-based. The consultant may need to travel to countries supported by the Nairobi hub and can be deployed to emergency operations when necessary.

What the role involves

The consultant acts as a focal point for readiness activities in countries served by the Nairobi hub, working with WHO teams and partners to assess preparedness, identify gaps and strengthen emergency management. A central theme is readiness for the critical functions of the WHO Incident Management System: leadership, partner coordination, information and planning, technical expertise, operations and logistics, and finance and administration.

Specific duties include supporting WHO country readiness strategies, developing or adapting readiness assessment tools, establishing baselines for readiness in the Incident Management System functions, and helping countries assess and strengthen their ability to run such systems. The consultant mobilizes partners such as government institutions, UN agencies, NGOs and academic institutions, builds new partnerships on emergency preparedness, and may provide backstopping support to colleagues in the hub or regional office during emergencies.

Requirements

Applicants need a Master's degree in Public Health or a related field from a recognized university, and at least five years of relevant experience at national and international levels in public health emergency management. Experience with WHO or another UN agency in emergency management is desirable.

Expected skills include emergency preparedness and response, health-sector risk assessment, preparedness planning, Incident Management Systems, stakeholder engagement, partnership development and communication. Knowledge of WHO risk assessment tools is an additional asset.
