Overview

UNICEF is looking for an international consultant to strengthen administrative data systems in Nigeria. The consultancy lasts 7.5 months, is associated with Abuja, and combines remote work with travel. It applies the Administrative Data Maturity Model, known as AdaMM, to assess Nigeria's administrative data landscape at national and subnational levels, involving federal institutions and selected states.

The assessment may cover health, education, social protection, civil registration and vital statistics, and cross-cutting registries, with a focus on people-centered lifecycle data for children and equity disaggregation. It also examines governance, standards, architecture, interoperability, privacy and security.

What you will do

The consultant carries out a comprehensive assessment of selected administrative data systems and sets maturity baselines, reviewing structures, processes, technologies, data flows and governance arrangements. Consultations, workshops and dialogues with government institutions validate the findings. The consultant writes a summary diagnostic report with dataflow mapping, standards analysis, governance assessment and interoperability opportunities, and co-designs a roadmap for action with implementation priorities.

Requirements

Applicants need an advanced degree in information science, informatics, management information systems, data governance and policy, monitoring and evaluation, business information systems or a related field, plus at least eight years of experience in data systems strengthening and assessments. Work with national statistical offices and government agencies is valuable, as is experience applying maturity models, preferably AdaMM. Knowledge of data governance, privacy, security and sector information systems is important, along with strong facilitation skills and excellent English. UN experience is an advantage.
