Heifer International Seeks Consultants for Goat Producer Company Strengthening in India – Apply By 10 September 2026
Overview
Heifer International is seeking two consultants for FPO Strengthening in the goat value chain, under the JEEViKA Special Purpose Vehicle for Agricultural Transformation (JSPVAT) Phase-2.0 in Bihar, India. The assignment runs until April 2029 and involves extensive fieldwork across districts, blocks, villages and producer organisations.
JSPVAT Phase-2.0 is a flagship initiative of the Bihar Rural Livelihoods Promotion Society under the Department of Rural Development, Government of Bihar. It is supported by the Gates Foundation and implemented by MicroSave Consulting with technical partners. Within goats, it aims to strengthen existing Goat Producer Companies, set up new women-led goat enterprises, improve aggregation and market access, and build producer-owned institutions that raise rural incomes.
The consultants will form and operationalise new Goat Producer Companies, mobilise shareholders, and build governance and compliance systems. They will apply governance frameworks, facilitate Board meetings, support annual planning, link Producer Groups to the companies, promote collective marketing, run training, workshops and exposure visits, strengthen women's leadership, maintain records, prepare reports, support audits and document lessons learned. Priorities move from setting up new companies in 2026-27, to business strengthening in 2027-28, to sustainability and replicable models in 2028-29.
Who can apply
Applicants need a bachelor's degree in a field such as rural management, agriculture, agribusiness, development studies, social work, cooperative management or commerce, and three to six years of experience in FPO or FPC strengthening, institution building, rural livelihoods, producer collectives or enterprise development. Experience with Self-Help Groups, FPOs, governance systems and government programmes is an advantage. Fluency in Hindi and relevant local languages of Bihar, training and facilitation skills, community mobilisation, documentation, proficiency in Microsoft Office and willingness to travel extensively are expected.
Requirements
The positions are based in Araria and South Bihar, with districts in South Bihar still to be finalised, and the consultants will support companies in places including Nawada and West Champaran. They report to the Senior Consultant for LTOH and Goat Enterprise Development and coordinate with MicroSave Consulting, JEEViKA's State Livestock Team, District Project Coordination Units, producer groups and community cadres.
