Overview
Chemonics International is looking for California-based emergency management professionals for anticipated consulting assignments supporting emergency management exercises and simulations in the City of Los Angeles and surrounding jurisdictions. The work involves functional exercises and tabletop exercises with local government agencies and other stakeholders, conducted for the Los Angeles City Emergency Management Department or other local jurisdictions, and aimed at preparedness and response in an urban area of more than four million residents. The assignments depend on contract award and client approval. The positions are described as remote, with a location focus on Los Angeles.
What you will do
Six roles are open. A Tabletop Exercise Facilitator guides four-hour Recovery Support Function tabletop exercises with about 30 to 40 participants from several agencies. A Simulation Cell Director leads simulation cell operations in an eight-hour functional exercise, coordinating scenario injects through city radio, amateur radio, satellite phones, telephones and VEOCI systems. A SimCell Controller/Evaluator monitors and evaluates participants in emergency operations centres and watches operational safety. A SimCell Participant/Simulator runs scenario scripts and realistically plays external partners and agencies. A SimCell Evaluator/Notetaker observes, documents key actions and writes objective evaluations, without using artificial intelligence. A Professional Photographer documents the exercises with high-resolution images for official reporting, archives and public affairs.
Requirements
Roles call for experience in emergency management, disaster recovery, municipal operations, public safety, exercise planning or evaluation, and knowledge of Los Angeles County procedures, geography and government structures. The Controller/Evaluator must know the Standardized Emergency Management System. The photographer needs professional event or photojournalism experience, a strong portfolio and experience documenting government activities.
