Overview
CARE is recruiting a Regional Human Resources Business Partner for West and Central Africa (WCA), a full-time post based in Abidjan, Côte d'Ivoire, with N'Djamena, Chad listed as another possible location. It is an accompanied, family post with expected travel of up to 20%, in the HR Business Partnerships department. The postholder gives strategic HR leadership across the region, advising senior leaders, strengthening HR systems in country offices, supporting organisational transformation and promoting an inclusive, safe and high-performing workplace. They work closely with the Regional Leadership Team, with a dotted-line relationship to the Director of HR Business Partnerships.
What the role involves
Responsibilities include advising leadership on people priorities, integrating HR strategy into regional planning, supporting global People and Culture initiatives, using HR data to spot workforce trends and supporting senior recruitment. The partner advises during restructuring, leads change management and new operating models, coaches and mentors country HR teams, supports talent management, succession planning and leadership pipelines, and promotes diversity and localisation for national staff. They also ensure compliance with local labour laws and CARE policies, support HR audits, risk reviews and employee relations, promote engagement, well-being and staff safety, provide HR support during emergencies and contribute to digital HR transformation.
Who can apply
Applicants need a bachelor's degree in human resources management, organisational development, business administration, social sciences or a related field, and experience as a strategic HR business partner advising senior leaders. Experience is expected in organisational development, change management, workforce transformation, talent management, leadership development, employee engagement, performance management, learning and development, HR systems and analytics, labour law, coaching and stakeholder management.
Requirements
Strong written and spoken English and French are required, along with comfort working in multicultural teams. Preferred experience includes supporting multiple countries in an international NGO, humanitarian or development work, supporting country offices in West and Central Africa, restructuring at scale, regional languages and safeguarding frameworks.
