Asian Disaster Preparedness Center (ADPC) is Seeking a State Project Coordinator – INSPIRE India Programme 2026
Overview
The Asian Disaster Preparedness Center (ADPC) is inviting Indian nationals to apply for a consultancy as State Project Coordinator under the Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Programme. The assignment is based in Bhubaneswar, Odisha, with travel to districts and partner institutions as needed. INSPIRE brings together ADPC, the National Disaster Management Authority, the National Disaster Response Force and state institutions in Odisha, Gujarat and Kerala to strengthen preparedness and climate action. In Odisha it works with the Odisha State Disaster Management Authority under an MoU signed in March 2025, including training for Panchayati Raj Institution functionaries.
What you will do
The coordinator supports the State Project Manager in running the Odisha workstream. Tasks include coordinating district and block rollout of training, helping design modules, schedules and curricula, mobilising participants and handling logistics. This covers training of about 70,000 task force volunteers and committee members across 936 cyclone and flood shelters and about 55,000 volunteers across 4,600 non-shelter villages. The coordinator also supports the State Institute for Disaster Management, tracks targets and milestones, follows up with stakeholders, supports workshops and peer-learning visits, collects monitoring data, prepares reports and documents events and lessons learned.
Requirements
Applicants must be Indian nationals with a master's degree in disaster management, social sciences, rural development or a related field and at least seven years of experience in disaster risk reduction, capacity building, community-based disaster management, preparedness, programme coordination or large-scale field programmes. Strong coordination, report writing and field management skills are needed. Knowledge of Odisha's disaster institutions is an advantage, English is required and Odia is optional.
What you get
The consultancy runs from 1 September 2026 to 31 August 2027. Official travel outside the duty station carries travel, accommodation and daily subsistence allowances under ADPC policy.
