Overview

UN Women is seeking an international Business Statistics Consultant for a home-based, part-time consultancy with an initial duration of three months. The consultant supports work across Cambodia, Lao PDR, Thailand and Viet Nam and reports to the Gender Statistics Specialist in the Women's Economic Empowerment Section for Asia and the Pacific. Although the work is home-based, official travel is expected to Lao PDR for a regional workshop on 27 and 28 October 2026.

The assignment is part of UN Women's WE RISE Together project, which promotes gender-responsive procurement and better market access for women-owned businesses. Many business registration and administrative data systems do not capture the sex, disability status or other characteristics of business owners, which makes it hard to identify women-owned enterprises and build reliable indicators. The consultant will examine these data ecosystems and identify practical ways to improve inclusive business statistics.

Work begins with an inception package setting out methodology, analytical framework, tools, stakeholder strategy, timeline, quality assurance and risk measures. The consultant then reviews business registration and statistical systems in the four countries, covering registration, licensing, tax, renewal, legal frameworks, data sharing, statistical business registers, procurement databases and unique business identifiers. Consultations will involve government, statistics offices, tax agencies, SME bodies, women's organizations and groups representing persons with disabilities. A gender equality, disability and social inclusion assessment will look at barriers such as documentation, costs, travel, digital accessibility and language.

Key dates

The inception package is due by 7 October 2026, the four-country diagnostic report by 15 November 2026, four country briefs and a presentation deck by 30 November 2026, and four Country Action Plans by 15 December 2026. The application deadline is 23 September 2026 at 05:59 AM.

Requirements

Applicants need an advanced university degree in economics, statistics, mathematics or a related field, or a first-level degree plus two additional years of experience. At least seven years of progressively responsible experience in business statistics and administrative data ecosystems is required. Experience with statistical business registers is desirable, as is experience in gender analysis, women's economic empowerment, procurement systems, disability inclusion or the UN system. Fluency in English is required, and French or another UN language is an asset.
