UN Women Home-based Research Consultant 2026: Gender Policy and Institutional Strengthening in the Philippines
Overview
UN Women is seeking a National Consultant on Gender-Responsive Policy, Research and Institutional Capacity Strengthening for the Philippines (Job Identification 37198). The post is a home-based individual consultancy at the NPSA-9 grade, running for 12 months, with the location listed as Manila. It supports UN Women's EmPower Programme and wider efforts to strengthen gender-responsive, human rights-based climate action, including women's leadership in climate adaptation, disaster risk reduction and environmental governance. It also contributes to the UN System-wide Gender Equality Acceleration Plan, including Country Gender Equality Profiles.
The consultant carries out technical desk reviews and makes evidence-based recommendations to strengthen gender mainstreaming in national policy, including climate adaptation. They also develop and adapt gender-responsive toolkits, monitoring frameworks and analytical tools covering anticipatory action, humanitarian engagement, gender data mapping and institutional capacity building.
What you get
The work is home-based, with reporting to the UN Women Philippines office as needed. It may include at least two missions arranged by UN Women under its travel policy. Deliverables begin with a desk review of the Enhanced LGU Guidebook on the Formulation of the Local Climate Change Adaptation Plan, targeted for 13 November 2026, and training designs for trained coaches. By December 2026 the consultant supports review of the Localization Roadmap on Gender Mainstreaming in the National Adaptation Plan. Later outputs include Gender and Development budgeting research, institutional advisory sessions, training, work on the Country Gender Equality Profile, anticipatory action policies and the Gender in Humanitarian Action Strategy, with a final report and debrief through October 2027.
Who can apply
Applicants need a master's degree or equivalent in Gender and Development, Public Administration, Sociology, International Law, Statistics or a related field, or a first-level degree with two additional years of qualifying experience.
Requirements
At least two years of professional experience in gender equality and women's empowerment are required, including work on these issues in the Philippines. Candidates need experience producing research papers and reports, project development, results-based reporting and facilitating interviews, consultations or workshops. Knowledge of the UN system, international gender equality frameworks and the Sustainable Development Goals is highly desirable. Fluent English and Filipino are required.
