Overview

The United Nations Office for Project Services (UNOPS) is recruiting a Project Manager, Implementation, for Infrastructure Asset Management. The post is home-based and mid-level (ICS-10 / IICA-2) in the UNOPS Global Portfolios Office, and the vacancy mainly aims to build a pool of qualified project managers who may be considered for retainer, lump-sum, ongoing or short-term assignments in different places. The initial assignment covers countries including Kenya, The Gambia, Uganda, Zambia, Senegal and the Federated States of Micronesia, and the initial contract runs until 31 December 2026, with possible extension depending on performance and funding.

The work relates to a project led by the UN Department of Economic and Social Affairs through its Financing for Sustainable Development Office, with UNOPS as co-implementer. It helps governments plan, manage, maintain and sustain public infrastructure, tackling weak institutional capacity, fragmented planning, limited data and poor integration of climate risk. The manager supports governments in applying tools from the UN Handbook on Infrastructure Asset Management and in building resilient policies and capacity.

Requirements

The manager runs projects from initiation to closure within agreed time, cost, scope, quality, risk and benefit limits, builds implementation plans and milestones, manages suppliers, advises on risks, keeps UNOPS systems, baselines and audit documentation accurate, applies financial rules, designs results frameworks and monitoring plans, prepares project and financial reports, manages stakeholders such as governments, donors and UN partners, and records lessons learned.

Who can apply

Applicants need a Master's degree with at least five years of relevant experience, or a Bachelor's degree with at least seven, preferably in engineering, architecture, public administration, international relations or a related field. A project management certification and an infrastructure asset management certification are desirable. Experience should include complex multi-country infrastructure projects, ideally with asset management assessments, work with donors and governments in developing countries, and quality assurance methods.
