Overview

UNICEF is seeking a Mixed-Methods Impact Evaluation Consultant for its Evaluation Office, to advance evidence-based programming on adolescent girls and violence against children. The consultancy lasts 12 months and is remote-based, with travel to project locations including Beirut and Kolkata and collaboration with teams in New York, Rome and Nairobi.

The consultant will mainly support three portfolios: the Impact Catalyst Fund on child marriage and social norms, the Preventing Violence in, Through and Around Schools initiative under the Safe to Learn partnership, and the Power4Girls impact evaluation portfolio. They will also help develop future impact evaluations on adolescent girls, child protection and violence prevention.

What the role involves

The consultant provides technical leadership across the design, implementation and dissemination of impact evaluations. Tasks include designing mixed-methods evaluations, conducting and supervising primary data collection in low-income settings, ensuring ethical practice and safeguarding in studies involving children, producing statistical and qualitative analyses, and writing technical reports, presentations and knowledge products.

Requirements

Applicants need a Master's degree or higher in economics, public health, public policy, political science, evaluation, development studies, sociology or a related field. More than five years of experience leading or contributing to rigorous impact evaluations is required, including work in low-income countries, primary quantitative and qualitative data collection, research on violence against children, child safeguarding, human subjects ethics certification such as CITI, and knowledge of UNICEF evaluation standards. Technical skills include quantitative and qualitative methods, cost-effectiveness analysis, Stata or R, and NVivo or ATLAS.ti. Peer-reviewed publications on child marriage, violence against children or adolescent girls are a significant advantage. English is required; French, Spanish or Arabic is an asset.
