UNICEF Child Rights Monitoring Consultant 2026 –16-Month Home-Based Consultancy
Overview
UNICEF is recruiting a Child Rights Monitoring Consultant for a 16-month home-based consultancy with Athens, Greece, as the duty station. The post is open to Greek nationals only. It forms part of a project that strengthens child protection governance and child rights monitoring in Greece, supporting the Ministry of Social Cohesion and Family Affairs. The project is funded by the European Union through the Technical Support Instrument and implemented by UNICEF in cooperation with the European Commission's Reform and Investment Task Force.
The consultant helps develop a new National Action Plan for Child Rights, with a robust monitoring and evaluation framework, and helps operationalize the National Mechanism for Monitoring and Evaluation of Action Plans for the Rights of the Child. The project also strengthens governance arrangements for the child protection system.
What you get
The work involves technical expertise in child rights monitoring, data management and monitoring and evaluation. The consultant supports the development of indicators, data collection mechanisms, reporting systems and practical monitoring tools for national policies, and helps Greek authorities build their ability to collect, analyse and use child-related information. No fixed fee is set; applicants submit a financial proposal.
Requirements
Applicants need a Master's degree in a relevant field such as social sciences, statistics, data science, public policy, international development, monitoring and evaluation or social policy, plus at least five years of experience in child rights monitoring and evaluation, information and data management, public policy or social policy. Required experience includes designing or strengthening national monitoring and evaluation frameworks for human rights or child rights, using logic models, developing child-related indicators with quantitative and qualitative data, and working with government institutions and multi-stakeholder mechanisms. Excellent Greek and English are required. Experience with child-related data systems, UNICEF, other UN agencies or EU institutions is desirable.
