HMRC Tax Specialist Programme 2027 – 500 UK Government Jobs Paying Up to £65,869
Overview
The Tax Specialist Programme 2027 is offered by HM Revenue and Customs to recruit 500 individuals into permanent positions within the Compliance Operations Directorate. The programme combines paid employment, structured professional training, and practical experience handling complex tax cases. It lasts approximately three to four years and aims to develop participants into senior tax professionals through a demanding schedule of workplace casework, formal learning, and assessments. Successful completion leads to automatic promotion to Grade 7 roles.
Who can apply
Applicants do not need prior tax experience, an accounting qualification, or a finance-related degree. They must instead meet either the academic route requirement by holding or expecting to achieve at least a 2:2 undergraduate degree or equivalent Level 6 qualification by September 2027, or the existing Civil Service route requirement by being a current Civil Servant recruited through fair and open competition who has completed probation before September 2027. Candidates must also meet UK nationality and right-to-work rules, as the role is not eligible for Skilled Worker visa sponsorship. Individuals subject to a Conduct and Discipline sanction are ineligible.
What you get
Successful candidates receive a permanent employment contract as Higher Executive Officers from day one. Starting salaries depend on location, with national positions paying between £37,682 and £40,705 per year and London positions paying between £42,631 and £46,077 per year. Upon successful completion of the programme, salaries increase to £58,541 nationally or £65,869 in London at Grade 7 rates. Additional benefits include a Civil Service pension with a 28.97% employer contribution, annual leave starting at 25 days and increasing to 30 days, flexible and hybrid working options where business needs allow, learning and development opportunities, wellbeing support, and family-friendly policies.
Requirements
Participants must select one preferred location during the application and choose a place they can realistically travel to and work from. The role requires attending an HMRC office for at least 60% of working time, along with meeting customer engagement and travel needs; contractual homeworking is generally unavailable. Part-time arrangements are permitted with a minimum of 28 working hours per week, though this may extend the duration of the programme. Candidates must be prepared to commit to ongoing professional development, manage competing priorities, gather and analyse complex information, review evidence, conduct meetings across various channels, and build negotiation and decision-making skills.
How to apply
Applicants must read the official job advert and the Tax Specialist Programme 2027 Candidate Guide, review eligibility criteria, recruitment stages, and location options, and prepare examples from past academic or professional experience. Applications are submitted through the official Civil Service Jobs recruitment system by completing the vacancy page and required online assessments and potential assessment centre stages within the designated deadline.
