Overview

The Global Survivors Fund (GSF) is recruiting a Monitoring, Evaluation and Learning (MEL) Officer for a two-year, full-time hybrid position supporting programmes in Europe and Africa. GSF was established in 2019 by Dr. Denis Mukwege and Nadia Murad, recipients of the 2018 Nobel Peace Prize. It works to widen access to reparations for survivors of conflict-related sexual violence where states or other duty bearers cannot or will not provide adequate support, combining interim reparative measures with advocacy, technical assistance and capacity building.

The officer works with the MEL Lead to strengthen monitoring systems, coordinate mixed-method evaluations, generate evidence and promote learning. The post is 40 hours per week and open to candidates located within UTC -1 to UTC +3 time zones across Europe and Africa. About 20% international travel is expected. The start is planned for November 2026.

Requirements

Applicants need a Master's degree in social sciences, development studies, education or a related field, and at least five years of experience in MEL, research or evaluation. Experience designing MEL frameworks and indicator systems, contributing to evaluation reports or research publications, and working with civil society organisations is expected. Skills include advanced qualitative and quantitative research, ethical research and safeguarding, and tools such as Kobo Toolbox, Stata, Power BI, Excel and NVivo. Excellent English is required, and French, Spanish or Arabic is an added advantage. GSF particularly values experience in gender-based violence programming, sexual and reproductive health and rights, humanitarian or conflict-affected settings, research involving children, education evaluations and reparations processes.

Duties include tracking indicators with country coordinators, coordinating impact evaluations with survivors and partners, supervising ethical data collection, running lessons-learned workshops, developing learning notes and MEL tools, contributing to theories of change and logical frameworks, and training partners and country teams.
