Fully Remote Consultancy Opportunity: DW Akademie Opens €29,155 Remote Consultancy on Humanitarian Information Services, Theory of Change and Advocacy Strategy
Overview
DW Akademie is seeking an experienced humanitarian consultant for a remote consultancy to develop a Theory of Change and an advocacy strategy for system-wide information services in humanitarian settings. The estimated value is 29,155 euros including VAT. The work runs from September to December 2026, with travel to Geneva expected in December 2026.
In complex crises, access to trusted, timely information helps affected people make decisions, reach services, take part in humanitarian processes and hold aid providers to account. Humanitarian organisations, media development agencies and local information providers have piloted system-wide humanitarian information services, and this consultancy builds on those experiences. The consultant produces an evidence-based Theory of Change and a comprehensive advocacy strategy meant to encourage humanitarian organisations, donors and policymakers to adopt and institutionalise these approaches, and to position information as lifesaving assistance rather than an optional communication activity.
What you will do
The scope covers key informant interviews with stakeholders, reviewing and documenting lessons from existing humanitarian information services, developing the Theory of Change, designing the advocacy strategy, supporting dissemination of findings at international advocacy events, producing research and strategic documents and engaging with practitioners and policymakers.

Requirements
DW Akademie seeks expertise in humanitarian information ecosystems, accountability to affected populations, community engagement and participation, qualitative research, Theory of Change development, advocacy strategy design, humanitarian policy and systems strengthening, stakeholder facilitation, strategic communications and knowledge management. Previous consultancy work with international organisations, NGOs, UN agencies or media development organisations is advantageous, as is experience across humanitarian coordination mechanisms.
