Overview

The Danish Refugee Council (DRC) is inviting proposals for an Earth Observation for Displacement Forecasting consultancy, advertised under reference INET_RFP_PR_00405919. It is a Request for Proposal aimed at organizations and consultancy service providers rather than individuals seeking a staff post. DRC's Innovation, Data and Analysis Unit wants to know whether earth observation and satellite data can fill gaps in sub-national displacement data, give more timely estimates between official reporting cycles, and improve forecasting models with extra indicators linked to displacement drivers.

What the work involves

The selected provider will assess how earth observation can support displacement nowcasting, meaning estimates of current or very recent conditions, and displacement forecasting. It will examine data sources, processing approaches, analytical methods and possible indicators, consider how earth observation can complement existing displacement datasets rather than replace them, and look at the relationship between earth observation indicators and forecasting. Findings should become practical recommendations that humanitarian data teams can use.

A further aim is to build DRC's internal capacity. The provider is expected to supply tools, methodologies and guidance so DRC can process, interpret and potentially put earth observation data into routine use, with attention to sustainability and knowledge transfer. Detailed responsibilities are set out in the tender documents.

Who can apply

Eligible and qualified providers include specialist consulting firms, research institutions, geospatial organizations, remote sensing companies, data science teams and technology organizations. Relevant expertise includes earth observation, remote sensing, geospatial analysis, humanitarian data, predictive modelling and displacement forecasting.
