Danish Refugee Council (DRC) Opens Consultancy for Earth Observation and Displacement Forecasting – Apply by 2 September 2026
Overview
The Danish Refugee Council (DRC) has issued a Request for Proposal (RFP) seeking an organisation to carry out a consultancy on earth observation for displacement nowcasting and forecasting. The assignment is managed by the DRC Innovation, Data and Analysis Unit. DRC wants to understand how earth observation data, including satellite-derived information, can complement existing displacement information and improve the timeliness and accuracy of displacement estimates. It is particularly interested in closing spatial and temporal gaps in sub-national displacement data and in finding additional indicators of the drivers and conditions behind displacement.
The provider will assess the potential of earth observation for nowcasting and forecasting displacement, explore ways to produce more timely estimates between official reporting cycles, test whether earth observation can improve existing forecasting models and identify extra data inputs that help explain or predict displacement. It will also develop tools, methodologies and guidance for DRC and help the organisation build its own capacity to process and use earth observation data. DRC expects practical recommendations rather than purely theoretical research, and a strong approach should address the challenges of collecting, processing, validating and interpreting earth observation data and combining it with existing displacement datasets and models.

The tender is open to eligible and qualified consultancy providers and organisations. Relevant experience includes earth observation and satellite data, geospatial analysis, remote sensing, data science and predictive modelling, humanitarian information management, displacement analysis, forecasting and nowcasting methods, and capacity development and technical training. Organisations that have applied advanced data and geospatial technologies to humanitarian or development problems may be well placed.
