CIVICUS Seeks Consultant to Develop Global Digital Action Toolkit – Apply By 28 August 2026
Overview
CIVICUS Global Alliance is seeking a consultant or consultancy team to develop a Global Digital Action Toolkit that helps activists, civil society organisations and citizens organise and take part safely and effectively in digital spaces. CIVICUS is a global alliance of more than 17,000 members in over 180 countries that defends civic freedoms, monitors violations and strengthens civil society, with particular emphasis on voices from the Global South.
Digital platforms are central to civic participation, but activists face surveillance, internet shutdowns, disinformation, censorship and platform restrictions. The toolkit will complement CIVICUS's Global Protest Guide by focusing on collective action online. The consultant will research, design and write a practical publication of about 15 pages for a global audience, combining recommendations, real-world examples, checklists and case studies on digital organising and protection, online mobilisation, responsible digital storytelling, strategic communications, measuring impact and digital resilience and safety.
The consultant identifies case studies and good practices, writes the content, works closely with the CIVICUS team to incorporate feedback and delivers a publication-ready manuscript with recommendations for visuals, graphics and layout.
What you get
The budget is up to USD 9,000, covering professional fees, taxes and other costs. The consultancy runs about three months, from mid-September to mid-November 2026.

Individual consultants and teams may apply. Relevant experience includes digital organising, civic action, strategic communications, digital safety, civil society programming, research, content development and knowledge production.
Requirements
Three deliverables are expected: an inception concept note and toolkit outline, a first draft and the final toolkit.
