Overview

The Embassy of Belgium in Kampala is recruiting a Deputy Attache / University-Level Operative for the development cooperation and economic field. The position supports Belgium's international development cooperation in Uganda, with a focus on humanitarian affairs, education, health and socioeconomic development. It is a full-time, one-year contract with possible extension, expected to begin on 1 October 2026 in Kampala.

The Deputy Attache monitors, analyses and reports on development cooperation programmes and Uganda's socioeconomic environment, engaging with government institutions, development partners, civil society, the private sector, universities and multilateral organisations. Duties include following Belgium's focus sectors, joining sectoral development partner groups and coordination mechanisms, organising meetings, events and studies, contributing to policy dialogue and advocacy, liaising with Belgian implementing partners including Enabel, conducting field visits, preparing analytical reports, analysing partner proposals, giving input to draft policy notes and supporting Belgian and Belgium-related companies.

Who can apply

Applicants should hold a postgraduate degree at master's level, with preference for political science, public health management, educational science, law, management, economics, environmental studies or development studies; an equivalent based on professional experience may be considered. At least two years of relevant experience is required, along with good knowledge of Uganda's development and socioeconomic context, fluent English, fluent French and/or Dutch, analytical and communication skills and Microsoft Office proficiency. Knowledge of Belgium's development cooperation system and social media communication experience are advantages. The selected person must be a Ugandan citizen or eligible for a work permit.

What you get

The post is graded GS6 on the Embassy's local salary scale, with a minimum gross monthly salary of UGX 8,488,175.25, rising with years of relevant experience.
