Overview

The United Nations Industrial Development Organization (UNIDO) is seeking a Chief Technical Advisor, an international consultancy at ISA-P5 level (requisition ID 7799, project ID 230121). The post is home based, with missions when project activities need an on-site presence, and involves 50 working days over about 12 months, from roughly August 2026 to August 2027. It sits in UNIDO's Division of Digital Transformation and Artificial Intelligence and supports a project to establish a Single Window Platform for Free Economic Zones in Tajikistan. The platform is meant to bring ministries and public institutions together so that investment and administrative processes in the zones become more efficient, transparent and coordinated.

The advisor acts as the project's senior technical authority on platform architecture, system integration, cybersecurity and delivery quality. Early work includes defining the platform concept, vision and functional priorities with government agencies, separating minimum viable, standard and advanced functionality, reviewing existing requirements documents and producing Terms of Reference that are consistent, measurable and suitable for procurement.

The advisor also checks whether the proposed budget matches the technical scope, possibly using Function Point Analysis, and helps set an acceptance and payment framework tied to measurable deliverables, testing evidence, warranties and source-code handover. During tendering they support UNIDO procurement, answer bidders' technical questions and give an independent technical opinion, while award decisions stay with the UNIDO evaluation panel. They review integration with customs, taxation and legacy systems, referencing ASYCUDA World, UN/CEFACT Recommendations 33, 34 and 35, the WCO Data Model and Tajikistan's e-government interoperability framework, and review security architecture, access controls, audit trails, public-key infrastructure, digital signatures and data protection.

Requirements

The role suits senior professionals in ICT, digital government, enterprise architecture, cybersecurity and trade facilitation systems. English is required, Russian is a strong asset, and Tajik or another UN language is an additional asset.
