Overview

The UNDP Istanbul Regional Hub is recruiting a Digital Economies Analyst (IPSA-8) on a 100% home-based basis. The post sits in the Regional Bureau for Europe and the CIS within the Alternative Finance Lab (AltFinLab), which has pioneered frontier technologies for sustainable development since 2015. Its initiatives include the SDG Blockchain Accelerator, the Government Blockchain Academy and the UNDP Blockchain Academy.

Working with the Stellar Development Foundation, UNDP is advancing blockchain-based digital payment systems, with pilots in countries such as Haiti, Syria, Kenya, Guatemala and Gambia. The analyst links these field pilots with regional and global policy frameworks.

Who can apply

The vacancy follows a tiered process. Tier 0 covers UNDP, UNCDF and UNV staff on permanent or fixed-term appointments whose posts are being abolished or whose contracts end or are not renewed in 2026. Tier 1 covers other UNDP, UNCDF and UNV staff on permanent or fixed-term appointments. Tier 2 covers staff on temporary appointments, regular PSA contracts and Expert or Specialist UN Volunteers.

What the role involves

The analyst supports at least 5 country offices in Europe and the CIS and 8 globally on digital payment pilots, works with solution makers, country office teams and government bodies, and develops 3 replication toolkits on cross-border remittances, stablecoin payment rails and SME mini-loans. The role also includes applied research and impact assessment against SDG targets, running Cohort 3 of the SDG Blockchain Accelerator, and knowledge management and capacity-building workshops.

Requirements

Candidates need a Master's degree in business administration, public administration, economics, political sciences, social sciences, health science or a related field, with no experience required. Alternatively, a bachelor's degree in these fields plus two years of qualifying experience in financial technologies is accepted. Deep understanding of blockchain, digital financial inclusion, co-creation, workshop facilitation and data analysis is needed, along with full English fluency.
