Overview
The International Seabed Authority (ISA) is recruiting a Budget Assistant at the General Service G-6 level in Kingston, Jamaica. The post sits in the Office of Administrative Services. ISA is an autonomous international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and headquartered in Kingston, responsible for organizing and regulating activities relating to mineral resources in the international seabed area beyond national jurisdiction.
The assistant reports to the Budget Officer and works with the Director of the Office of Administrative Services. The appointment is initially for two years, subject to satisfactory performance, funding and organizational requirements. Only nationals of ISA Member States are eligible.
What the role involves
The assistant helps prepare monthly budgets for regular and extra-budgetary funds, consolidates budget reports, monitors expenditure and analyzes budget performance and variances. They export and analyze ERP data in Excel, maintain accurate ERP financial records and audit documentation, and support budget implementation and resource allocation.
Other duties include processing payments, invoices and travel requests, preparing monthly bank reconciliations, monitoring contributions from Member States and donors, supporting voluntary trust funds and extra-budgetary funds, and preparing financial reports for projects and workshops. The assistant also helps programme managers with budget planning and reporting, supports annual financial audits and keeps financial records organized.
Requirements
Applicants need a high school diploma or equivalent and at least seven years of experience in finance, accounting, budgeting, administrative services or a related field. Candidates with a first-level university degree need five years. Experience with ERP systems such as SAP and with grants management and financial management modules is expected, and knowledge of International Public Sector Accounting Standards is desirable.
