Overview

Practical Action, an international development organization that tackles poverty and helps communities become more resilient to climate change, is seeking consultants and consulting firms for two assignments to prepare it for accreditation with the Green Climate Fund (GCF). The organization works across Africa, Asia and Latin America with communities, governments, businesses and development actors. Applicants may bid for one or both assignments.

The first assignment is a GCF Fiduciary Readiness Consultant. The consultant reviews existing fiduciary systems, verifies internal assessment findings, assesses compliance with GCF fiduciary standards, recommends improvements to financial governance and strengthens policies that support accreditation. Essential qualifications are a proven record of supporting organizations through GCF accreditation, experience developing fiduciary policies for international NGOs, a strong grasp of GCF fiduciary standards and documentation, knowledge of the GCF Gender Policy and excellent written English. Bidders should give examples of organizations they supported and the accreditation categories achieved.

The second is an Environmental and Social Management System (ESMS) Consultant. The role reviews current systems, verifies internal readiness assessments, recommends policy improvements, designs ESMS tools and templates and builds staff capacity. Required expertise includes GCF accreditation support, the GCF ESMS requirements and Environmental and Social Policy, the Revised Accreditation Framework, IFC Performance Standards PS1 to PS8, environmental and social management plans, stakeholder engagement plans and grievance mechanisms, gender integration, Indigenous Peoples frameworks including UNDRIP, and Free, Prior and Informed Consent procedures. Experience in climate resilience, food systems, green and inclusive economies or energy access is welcome.

Who can apply

Independent consultants, consulting firms and specialist advisory organizations may apply. Firms must show that the lead consultant meets all essential technical requirements in the Terms of Reference.
