Overview

NORCAP, part of the Norwegian Refugee Council, is building its Emergency Response Roster for 2026. The roster is meant to give UN agencies rapid humanitarian surge support in sudden-onset crises and complex emergencies worldwide. About 50 to 75 specialists are expected to be selected, with roughly 10 to 15 in each of four profiles: Humanitarian Coordination, Information Management, Logistics and WASH.

Roster membership is not a permanent post and does not guarantee deployment. It shows that a professional has been assessed as suitable and ready for possible rapid assignments. Assignments may be at country or field level and aim to strengthen existing partner and coordination capacity, with transition and handover considered from the start.

Who can apply

All profiles require at least seven years of international humanitarian experience and, for most, at least three international missions in complex, high-risk or hardship settings.

Humanitarian Coordination Specialists support cluster, sector and inter-agency coordination, run operational meetings and help identify needs and gaps. They need coordination or management-level mission experience, recent emergency experience, and professional English plus one of French, Arabic, Portuguese or Spanish.

WASH Specialists handle rapid needs assessments, emergency water supply and sanitation, water quality, hygiene promotion and monitoring of service gaps. They need emergency WASH programming experience and knowledge of Sphere standards and WASH Cluster mechanisms.

Information Management Specialists build information systems and datasets, maintain data standards and produce dashboards, maps and analysis, with strong experience in humanitarian data collection, analysis and visualisation.

Logistics Specialists cover procurement, supply chains, transport, customs, warehousing, inventory, asset management and distribution. They need a degree or professional qualification in logistics or a related field, plus at least five years of humanitarian logistics experience.

Roster members may receive international assignments, access to a global professional network and support from a Staff Care Unit. Salary and benefits follow NORCAP's framework for international assignments. An approved Health Certificate is required before a contract starts.
