Overview
Médecins Sans Frontières (MSF) Holland is recruiting an OCA Emergency Team Humanitarian Affairs Manager. The post is full-time for an initial one-year appointment, with renewal intended depending on performance. The Humanitarian Affairs Manager provides analysis and advocacy support to MSF emergency responses, working with country management teams and humanitarian affairs colleagues on security, political, humanitarian, medical and operational developments, and making sure humanitarian affairs considerations feed into planning. Emergency Team members spend about 90% of their time in country programme locations, with the rest at headquarters or at home for briefings, debriefings and training. The Emergency Team has around 25 medical and non-medical professionals.
What the role involves
Responsibilities include researching humanitarian, medical, nutritional, security and political developments, supporting contextual analysis for operational decisions, developing and coordinating advocacy strategies, monitoring humanitarian aid systems, writing situation reports and briefing papers, supporting protection activities, improving data collection systems, mapping actors and stakeholders, and doing qualitative research. The manager also represents MSF with authorities, civil society, professional associations and academics, develops advocacy messages, and trains staff on humanitarian affairs, international humanitarian law, medical ethics and advocacy.
Who can apply
MSF wants a background in law, humanitarian affairs, political sciences, social sciences or a related field, at least two years of professional experience in research, analysis or advocacy, experience in humanitarian or emergency settings, strong organisational and diplomatic skills, leadership, willingness to travel often at short notice, and fluent English. About 18 months of MSF country programme experience across at least two projects, including one emergency project, is expected, though external candidates with comparable experience in high-security or volatile environments are encouraged. A master's degree, qualitative research skills, familiarity with MSF OCA data tools, and French, Arabic, Spanish or Swahili are advantages.
What you get
The package includes a salary set by domicile, responsibility and experience, 45 days of annual leave, a completion bonus of 1.5 months of salary after every 12-month commitment, return travel to the place of domicile between assignments, and priority access to MSF training. The country of domicile determines which MSF section is the employer.
