Overview

Habitat for Humanity Kenya (HFHK) is inviting consultants and consultancy firms to submit proposals for a one-month assignment in Solio Settlement Scheme, Laikipia County, Kenya. The task is to develop annual credit profiles and a practical graduation model for 20 Self-Help Groups (SHGs) with about 400 members across four villages: Bahati (Village 3), Mathingira (Village 5), Mukandamia (Village 6) and Baraka (Village 7). The work forms part of HFHK's 39-month climate resilience project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims to assess the financial and institutional maturity of the groups and prepare them to work with banks, SACCOs and microfinance institutions.

The consultant will review monthly reports and group records, design a standardized credit profiling tool, visit all 20 groups to verify records and hold discussions with leaders and members, and produce an annual credit profile for each group covering savings, lending, repayment, governance, record keeping, risks, creditworthiness and recommended financing. The consultant will also build a graduation model with four levels: Emerging, Developing, Credit-Ready, and Investment and Expansion-Ready. Financial institutions will be consulted to document their lending requirements.

There are eight deliverables: an inception report, the profiling tool, twenty credit profiles, the graduation model, a financial institution requirements assessment, a consolidated credit readiness report, an Excel database of key indicators and a final presentation.

Requirements

The lead consultant should have a Bachelor's degree in finance, economics, accounting, business administration, development studies, cooperative management, microfinance, agribusiness or a related field, with a Master's an added advantage. At least five years of experience in financial inclusion, microfinance, SHGs, VSLA programmes or cooperative development is required, plus experience with credit or institutional assessments, work with banks, SACCOs and MFIs, strong financial analysis and Excel skills, and knowledge of Kenya's financial inclusion landscape.

How to apply

Proposals should include a technical proposal, methodology and work plan, financial proposal, updated CVs, evidence of similar assignments, at least two references and business registration and tax compliance documents where applicable. Evaluation has a compliance check, then technical scoring at 70% and financial scoring at 30%.
