Overview

The Food and Agriculture Organization of the United Nations (FAO) is looking for a Technical Specialist (Concept Note Development) to work remotely on its programme in Egypt. The assignment is a non-staff Consultant / Personal Services Agreement lasting up to 11 months, with Egypt as the duty country. It was posted on 25 August 2026.

FAO Egypt follows its Country Programme Framework 2023-2027 and works on sustainable agriculture, food security and nutrition, climate change adaptation, land and water management, animal health, agrifood value chains and support for vulnerable rural communities. Its project pipeline includes climate adaptation, biodiversity restoration, natural resource management and risk reduction, and the consultant will help strengthen it.

What you will do

The main task is drafting clear, technically sound concept notes for priority programme areas. These must fit FAO strategies, donor requirements and Egypt's national development priorities, and should integrate gender, climate change, environmental safeguards, nutrition and youth. The consultant also advises on concept note structure, supports resource mobilization, and helps shape results frameworks and theories of change so that problems, interventions, results and objectives connect logically. Work is supervised by the FAO Representative or the designated Officer-in-Charge in Egypt.

Requirements

Candidates need an advanced university degree in a relevant field such as international development, economics, political and social sciences, agribusiness, agricultural or environmental sciences, or rural development. A bachelor's degree may be considered with two additional years of experience. At least five years of relevant professional experience in concept note development is required, along with working knowledge of English.
