Overview
Climate Catalyst is recruiting a Programme Manager, Europe, to support its new AI and Climate Governance programme. Climate Catalyst is a nonprofit strategic convenor working across Europe, India and Indonesia to speed up decarbonisation of heavy-emitting industries, bringing together civil society, businesses and investors to identify policy gaps and build coalitions. Past work includes steel decarbonisation in India and Indonesia and sustainable aviation in Europe. The position is full-time (about 40 hours a week) and remote, offered first as a 12-month contract that may be extended subject to funding. It reports to the Head of Business and Investor Engagement.
The role
The Programme Manager leads activities and outputs aimed at European Union institutions and stakeholders, with a focus on AI and climate governance. Direct experience in that area is preferred but not essential. Duties include spotting policy opportunities, shaping policy positions and recommendations, analysing developments such as the Cloud and AI Development Act and the EU Tech Sovereignty Package, producing accessible briefings, working with NGO partners on advocacy, strengthening private-sector engagement and mapping businesses, investors, trade associations and business NGOs. Travel to Brussels and meetings with European partners are likely.
Requirements
The organisation seeks at least five years of experience with European Union policymaking, ideally in advocacy on emerging technology, AI and climate policy in Brussels or a member state. Experience engaging policymakers and civil society is required, private-sector experience is an advantage, and so is multidisciplinary teamwork. Candidates should work independently, communicate complex policy to non-specialists and be fluent in English, with another European language highly valued.

The starting salary is EUR 64,400, adjusted to the employee's location and local salary bands.
