Who can apply
Applicants should be qualified individual consultants or multidisciplinary teams with 5 to 9 years of experience. Eligible candidates must have substantial experience in humanitarian cash and voucher assistance, expertise in cost-efficiency analysis and financial assessment, and a proven track record in comparative regional research. Applicants also need relevant regional expertise in East Africa and the Horn of Africa, appropriate language skills, and the ability to deliver independent, evidence-based findings. Teams must submit a valid registration certificate, tax compliance certificate, organisational profile, and details of key experts.
What you get
The consultancy runs for approximately three months, following an indicative schedule from procurement and contracting through evidence review, data collection, drafting, and final report completion.
Requirements
Selected consultants must produce an inception report, a draft comparative report, a validation and learning workshop, and a final comparative report. Financial quotations must account for a 5 percent withholding tax, which Concern Worldwide will retain and remit to the relevant authorities.
