Overview

The University of Tokyo offers a two-year, fully funded Master's degree under the Asian Development Bank Japan Scholarship Program (ADB-JSP) for citizens of eligible ADB member countries. There is no application fee. Several schools and departments at the university take part, and each sets its own deadline, with dates falling in January, June, November and December 2026.

What you get

The scholarship pays full tuition, a monthly subsistence and housing allowance, an allowance for books and instructional materials, medical insurance and airfare and travel expenses. The maximum award period is two years.

Eligible programs include the Master's in Civil Engineering and Infrastructure Development, the Master's in Urban Engineering, the Master's in Environmental Studies, International Studies and Sustainability Science within the Division of Environmental Studies, the Master's in Health Science (International Health), and the Master of Public Policy international program.

Who can apply

Candidates must be nationals of an ADB member country and be nominated by the University of Tokyo. They need at least two years of full-time professional work experience, must be no older than 35 at the time of application, and must meet the university's admission requirements. They must also agree to return to and work in their home country for at least two years after finishing the Master's.

Requirements

The application includes an application form, a statement of field of study and research plan, an official academic transcript, an official certificate of graduation and two recommendation letters.

How to apply

Applicants first check their eligibility under the ADB-JSP rules and look for faculty members they would like as supervisors. They then upload their application materials before their department's deadline. Only successful candidates are asked to submit documents for the ADB scholarship application, and ADB-JSP informs the university of the result. Scholars enter Japan on a student visa in late September.
