Overview

The Stanford University Hoover Fellowships 2027 are paid, non-tenure-track research appointments at the Hoover Institution in Stanford, California, for recent PhD graduates, postdoctoral scholars and early-career policy researchers. Fellows carry no teaching duties and use their time for publishing papers, completing book manuscripts, starting new projects and working with Stanford's wider scholarly community. The appointment lasts one to three years. The programme is open to disciplines connected with public policy, governance, institutions and international affairs, including economics, political science, history, international relations and national security, and public policy.

What you get

Fellows receive a 12-month base salary in the range of $169,950 to $230,000, plus a housing allowance of $20,000 per year. The role is a salaried appointment rather than a student stipend.

Who can apply

Applicants must hold a PhD or equivalent, or be on track to finish by September 1, 2027. There are no citizenship restrictions. The programme is designed mainly for early-career scholars moving into long-term academic or policy research careers, who can show an independent research agenda beyond their dissertation.

Requirements

Strong applications state the core question, why it matters, what is original in the method, what findings already exist, what projects are planned during the fellowship and how the work connects to policy without overstating conclusions. Materials include a future research statement of at most two pages, one or more strong writing samples such as publications, working papers or draft book chapters, an academic CV with research interests, articles, grants and awards, and three academic recommendation letters.

Key dates

The submission deadline is November 17, 2026 at 11:59 PM Pacific Time.
