Overview

The Hong Kong PhD Fellowship Scheme (HKPFS) 2027 is run by the Government of Hong Kong and awards around 300 fully funded doctoral fellowships each year, with 300 offered for the 2027/28 academic year. It is open to applicants of any nationality, with no work-experience or ethnic restrictions, who seek admission as new full-time PhD students at one of eight participating universities: City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Chinese University of Hong Kong, The Education University of Hong Kong, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology and The University of Hong Kong. Fields include science, medicine, engineering and technology, humanities, and social science and business studies.

What you get

Each awardee receives an annual stipend of HK$331,200 (about US$42,460) and a conference and research-related travel allowance of HK$13,800 (about US$1,760) per year, for up to three years. Awardees who need longer to finish may get additional support from their chosen universities.

Who can apply

Applicants should show outstanding academic performance, research ability or potential, communication and interpersonal skills, and leadership abilities. They may apply to up to two programmes or departments at one or two universities and must meet each university's admission requirements.

How to apply

The first step is an initial application through the HKPFS Electronic System to obtain a reference number, completed by 1 December 2026 at 12:00 Hong Kong time. Applicants then submit full PhD admission applications to their chosen universities, quoting the reference number, before each university's own deadline. Because some university deadlines closely follow the initial one, early submission is advised.

Key dates

The deadline for the initial application is 1 December 2026.
