World Vision Is Hiring a Monitoring Evaluation and Learning Manager (2026 Opportunity)
Overview
World Vision is hiring a Monitoring Evaluation and Learning (MEAL) Manager under job requisition JR51637. The post is a full-time, local fixed-term role based at the National Office in Addis Ababa, Ethiopia, with frequent travel to emergency response regions including Afar, Oromia, Amhara, Tigray and Somali, some of which are contested or access-constrained. The manager leads a team of MEAL specialists and field coordinators.
What the role involves
The manager designs and puts into operation MEAL frameworks for humanitarian projects, including logical frameworks, indicator tracking tables and MEAL plans aligned with donor and World Vision standards. Humanitarian standards such as the Core Humanitarian Standard and Sphere, along with safeguarding, protection and accountability to affected populations, are built into the monitoring systems. The work covers rapid assessments, baselines, post-distribution monitoring and real-time monitoring.
Other duties include coordinating digital tools for mobile data collection, managing data flow into donor information systems and World Vision's iMPAQ platform, and sharing evidence with UN cluster networks, UNOCHA and government stakeholders. The manager leads baseline, real-time and endline surveys, writes terms of reference for evaluations, assesses consultant proposals, runs data quality assessments and field audits, and trains field teams on data standards.
Requirements
Applicants need a Master's degree in Monitoring and Evaluation, Economics, Statistics, Public Health, Demography, Biostatistics or a closely related field. An additional M&E certification is an asset. They must have at least 10 years of professional experience in humanitarian and development settings, including at least 7 years leading the design and delivery of MEAL systems.
Advanced MS Excel skills are required, as is working knowledge of at least two statistical packages such as SPSS, STATA, EPI INFO or NVivo. Full written and spoken English is needed. Amharic or another Ethiopian regional language is a distinct advantage. The post demands the ability to work in fast-paced, high-pressure and access-constrained settings.
