Overview
The World Health Organization (WHO) is recruiting a Budget Assistant at the G7 General Service level in its Country Management Support Unit, based at the WHO Country Office in Pretoria, South Africa. The appointment is a two-year fixed-term contract. The unit handles the administrative work that keeps country operations in line with WHO financial rules, Enterprise Resource Planning (ERP) protocols and biennial budget controls.
What the role involves
Reporting to the Operations Officer, the Budget Assistant helps compile and prepare the Biennial Work Plan and oversees the allocation and monitoring of regular and extra-budgetary funds across country projects. The role reviews project proposals and financial requests to give budgetary clearance under WHO financial policies.
On the financial side, the assistant handles transactions in the GSM/BMS ERP environment, reviews payment vouchers, prepares payment instructions, and advises colleagues on how to correct non-compliant requests. The role also coordinates transaction logging so that eImprest accounts close on time each month and year, monitors cash balances so replenishment requests go in promptly, and prepares analytical financial reports for management.
What you get
Base net salary starts at ZAR 616,958 per year, subject to mandatory deductions for medical coverage and pension. Staff receive 30 working days of annual leave, parental leave policies and flexible working arrangements.
Requirements
The essential education is a secondary school diploma. A university degree in finance, management or public administration, or a postgraduate diploma or professional certification in project management, is desirable, with degrees recognized in the World Higher Education Database. Candidates need at least 10 years of relevant experience focused on programme management, budget control and financial monitoring. Experience with WHO programme management, GSM/BMS processes, Oracle Financials or ERP systems in a UN or public health setting is desirable.
Expected skills include knowledge of Results-Based Management, handling complex ERP applications, strong analytical and reporting ability, and sound judgment under pressure. Expert English is essential.
