What the role involves
Methodological work includes applying quantitative methods, empirical research, regression analysis and econometric modeling to support evidence-based policy, while making sure evaluations meet international ethical and technical standards. In capacity strengthening, the consultant guides Country Offices and government counterparts in high-income and upper-middle-income contexts, turns complex quantitative analysis into accessible insights and runs workshops and technical training for government partners.
The consultant also uses government datasets for impact evaluations, empirical research and policy simulations, using open-source econometric software such as R to process large datasets and run regressions.
Requirements
Applicants need a master's degree in economics, social sciences, public policy or another relevant quantitative field, and at least 8 years of progressively responsible experience managing and conducting quantitative evaluations and impact-evaluation-based empirical research at national and international levels. Candidates should have experience using government data for experimental or quasi-experimental evaluations, regression-based research and modeling for policy, and communicating complex analysis to support national evaluation capacity, including on government-led evaluations in high-income and upper-middle-income settings. Experience with R is highly desirable and familiarity with evaluation work in European countries is an asset. Excellent written and oral English is required.
