Overview
The United Nations Population Fund (UNFPA) is recruiting a Deputy Representative (P5) for its Country Office in Kampala, Uganda. The post is a full-time, fixed-term international role with an initial one-year contract and a possibility of extension.
The Deputy Representative is the second most senior official in the Uganda office, working with the Representative to lead development and delivery of the Country Programme. The work supports the 2030 Sustainable Development Agenda and the UNFPA Strategic Plan 2026-2029, with a focus on sexual and reproductive health and rights, gender equality, maternal health, youth empowerment and humanitarian response.
What the role involves
The post covers four areas. Programme leadership includes developing, implementing, monitoring and evaluating the Country Programme and strengthening humanitarian preparedness. National capacity development involves supporting government agencies, research and academic bodies and civil society in evidence-based policymaking and demographic analysis. Partnership building and advocacy means engaging ministries, UN agencies, donors, media and the private sector and mobilising resources. Country office management covers supervising staff, annual work planning, managing resources and meeting UN security standards.
Requirements
Applicants need a postgraduate degree in a relevant field such as public health, medicine, sociology, demography, gender studies, international relations, international development, economics, public administration or management. They should have at least 10 years of progressively responsible experience in public administration or international development, including a minimum of 8 years of international field experience in population and development, sexual and reproductive health or humanitarian programming.
Proven experience in programme design, implementation, monitoring and evaluation is expected, along with advocacy and policy dialogue experience and success leading multidisciplinary teams. Humanitarian or developing-country experience is highly desirable. Fluency in English is mandatory, and another official UN language is an advantage.
