Overview
The United Nations Development Programme (UNDP) is recruiting a Small Grants Programme Assistant under a National Personnel Service Agreement (NPSA-5) in Praia, Cabo Verde. The full-time post supports the Global Environment Facility Small Grants Programme (GEF SGP), a community-based environmental funding initiative. In Cabo Verde the programme has operated since 2009 and has financed 195 community projects, investing about USD 5.55 million in biodiversity conservation, climate action, renewable energy, sustainable land management and natural resource management.
The assistant reports to the National Coordinator and works with civil society organizations, government institutions, development partners, donors and local communities.
What the role involves
On programme implementation, the assistant helps carry out work plans, reviews grant applications and the financial sections of project proposals, supports the preparation of grant forms and management tools, and guides potential grantees as they prepare projects. The role includes joining project monitoring, field visits, grievance redress and evaluation, taking minutes for National Steering Committee meetings, supporting annual surveys and reporting, and keeping project and stakeholder databases current.
Financial duties include reviewing grantees' financial reports, processing payment requests, maintaining disbursement schedules, supporting budget preparation, managing petty cash, producing financial reports and ensuring compliance with UNDP financial procedures.
Administrative and operational tasks cover procurement of office supplies and equipment under UNDP and GEF SGP rules, daily office organization, filing systems, project documentation such as Memoranda of Agreement and evaluation reports, personnel and consultant records, routine correspondence, logistics for workshops, meetings and missions, briefing materials for the National Coordinator and Steering Committee, asset inventories, travel arrangements, and support for project audits.
The assistant also supports knowledge management, promotes the visibility of funded community projects, makes sure communication materials follow GEF SGP branding guidelines, and helps organize advocacy events, stakeholder dialogues, workshops and outreach activities.
