Overview
UNDP is recruiting a Public and Digital Investment Specialist (job identification 36742) for a one-year International Personnel Service Agreement at grade IPSA-10, within the Nature, Climate and Energy practice area. The post is open to Tier 1 and Tier 2 applicants only. It contributes to the work of the UNDP Rome Centre for Climate and Energy and its engagement with the Italian Government, which covers climate finance, youth engagement in climate action and energy for development.
The centre's programmes include PISTA, the Platform for Investment Support and Technical Assistance, which mobilizes finance for climate, energy and environmental projects and strengthens bankability through financial modelling, environmental and social impact management and technical assistance, and the Digital Flagship, which covers digital public infrastructure, digital identity, agritech and data-driven governance.
What you will do
The specialist supports structuring investment packages, assesses bankability, identifies financing gaps and co-financing partners, develops phased financing options, reviews feasibility studies, supports due diligence, prepares investment memoranda, financing briefs and presentations, reviews procurement strategies and roadmaps, flags risks, advises counterparts and engages financial institutions. The role also monitors progress, contributes to performance reporting, supports donor engagement and shares lessons across programmes.
Requirements
Applicants need a Master's degree or equivalent in finance, economics, public policy, infrastructure finance, engineering, business administration, international development or a related field, with five years of relevant experience, or a Bachelor's degree with seven years. Experience should include project development, investment structuring, transaction advisory, infrastructure or development finance, and preparing, appraising or financing complex public-sector or sovereign-backed projects in emerging economies. Experience in climate-resilient agriculture, irrigation or water infrastructure, digital public infrastructure, cloud systems or public-sector digital transformation is also required. Experience with multilateral development banks, blended finance and climate finance is desirable. Fluent English is required and French is highly desirable.
