Overview

Oxfam International is hiring a WE-CARE Programme Manager to lead the implementation of the WE-CARE strategy within Oxfam in Africa. The position focuses on advancing gender justice by recognizing, reducing, and redistributing unpaid care and domestic work. The successful candidate will coordinate programme delivery, budgeting, partnerships, and advocacy across countries including Zimbabwe, Kenya, Uganda, and Ethiopia, engaging at national, regional, and continental levels.

Who can apply

This opportunity is open to experienced programme management professionals with a strong background in gender justice, women’s rights, feminist advocacy, and international development. Applicants must be based in Sub-Saharan Africa in a country where Oxfam has an office or presence, with Southern Africa and Kenya named as preferred locations. Candidates must already possess and retain the legal right to work in their chosen country, as Oxfam does not provide work permits or relocation support. Fluency in English is required, and French is highly desirable.

Requirements

Applicants must demonstrate substantial experience managing complex, multi-country programmes within an international non-governmental organisation, preferably in Africa. Essential qualifications include strong knowledge of unpaid care work and gender justice, proven experience in strategic planning and budget management as a budget holder, familiarity with foundation donor compliance, and a track record of collaborating with women’s rights organisations. Candidates must also have experience linking programme evidence to policy advocacy, leading remote teams, and must be willing to travel when required.

What you get

The position is offered as a fixed-term contract for one year with a 36-hour working week. The salary is determined in accordance with Oxfam’s applicable national pay range. The role provides flexible location options within Sub-Saharan Africa, subject to employment arrangements and whether Oxfam can establish a contract directly or through a hosting affiliate.

How to apply

Interested candidates must submit their application through the official Oxfam recruitment page by uploading an up-to-date curriculum vitae and a cover letter. The cover letter must explain how the applicant meets the essential criteria outlined in the job profile, providing relevant examples of programme leadership, budget management, donor reporting, feminist partnerships, and policy advocacy.

Key dates

The application deadline is 16 November 2026 at 23:59 GMT/BST/EAT.
