Overview
The International Maritime Organization (IMO), the United Nations specialised agency for safe, secure, environmentally sound and sustainable shipping, is looking for a home-based consultant for a three-month assignment under vacancy reference CA 24-01. The work is about strengthening how IMO identifies, selects, contracts, manages and evaluates its own consultants. It centres on policy design and organisational governance rather than technical implementation.
The consultant will review current recruitment practices, compare them with approaches used by other United Nations agencies and international organisations, and pinpoint gaps. Consultations with project managers, human resources, procurement teams, implementation officers and senior management will feed into a full policy framework covering recruitment principles, governance standards, transparency and accountability.
Beyond the policy itself, the consultant will draft operational procedures for consultant identification, selection, evaluation, remuneration and documentation. Standard tools such as terms of reference templates, contract templates, evaluation criteria and administrative guidance are also part of the brief. The draft framework will be presented to IMO management and refined with stakeholder feedback, after which training materials will be prepared and sessions delivered to relevant stakeholders.
