Overview

CIVICUS Global Alliance is inviting expressions of interest from experienced consultants and consulting firms to lead development of its next five-year strategy, covering July 2027 to June 2032. The consultancy is fully remote with an indicative budget of US$25,000 to 30,000. It runs from August 2026 to September 2027, ending with the launch of the new strategy on 1 July 2027.

CIVICUS was founded in 1993 and describes itself as a global network of more than 17,000 member organizations and individuals in 189 countries, headquartered in Johannesburg, South Africa, with a distributed team and hubs in Johannesburg, New York, Geneva and London. The consultant will design and run a participatory, evidence-based planning process with the Strategy Core Team and the Membership Committee, in six phases: set-up and planning, evidence gathering and sense-making, global consultation and co-creation, drafting the framework, validation and Board approval, and transition to implementation. The result should be an actionable strategy with measurable goals and a Theory of Change.

Requirements

Applicants need at least 10 years of experience leading strategy for international NGOs, networks or membership bodies, expertise in participatory facilitation, experience integrating evaluation and learning, strong knowledge of Theory of Change and results frameworks, and skills in environmental scans, political economy analysis, scenario planning, qualitative research and strategic writing. A deep understanding of civic space, democracy and human rights is expected, and knowledge of diversity, equity and inclusion, safeguarding, feminist approaches and decolonial practice is essential. Previous work with CIVICUS, experience across regions, and French, Spanish or Arabic are advantages. Diverse teams with Global South representation are encouraged.
