Overview

The Center for International Security and Cooperation (CISAC) at Stanford University is a forum for scholars and professionals to explore complex international problems and innovative solutions in a collegial, collaborative environment. The CISAC Fellowship Program for 2027-2028 is a core part of that mission. Fellows spend the academic year on research and writing, are expected to take part in seminars and workshops, and work with leading faculty and researchers.

CISAC offers several fellowships, and applicants are considered for every one they are eligible for. Current opportunities are the Artificial Intelligence and Laws of Armed Conflict Fellowship, the Artificial Intelligence in Strategic Stability and Military Competition Fellowship, the Geopolitics of Artificial Intelligence Fellowship, the India-U.S. Security Studies Fellowship, the Natural Sciences or Engineering International Security Fellowship, the Nuclear Security Fellowship and the International Security Fellowship.

What you get

Predoctoral fellows receive stipends comparable to those of the Stanford Graduate Fellowships program, and the Center pays non-matriculated student tuition for them as Stanford requires. Postdoctoral fellows receive stipends commensurate with experience, with regard to Stanford's established minimums. Junior faculty and professional stipends are also commensurate with experience.

Who can apply

Anyone currently enrolled in a PhD programme may apply, although predocs who are not in the final year are rarely accepted. Predocs are assessed in the same pool as postdocs, so applicants who are as far along as possible are more competitive. DPhil degrees count as PhD equivalents. Candidates do not have to be U.S. citizens, and quite a few foreign nationals are accepted each year.

How to apply

All materials, including recommendations, must be in English and submitted by the deadline. The online submission includes an application form, a resume or CV, a graduate school transcript (unofficial is acceptable and required for pre- and postdoctoral applicants), a research prospectus or dissertation description of up to 1,500 words, a research abstract of up to 200 words, a writing sample of up to 50 pages and three confidential recommendation letters, which recommenders upload directly to the application system. Supplemental materials such as books or lengthy manuscripts should not be sent.

Key dates

The application deadline is December 2, 2026.
